Do you mean Somebody's Watching Me? If so, then the song is by Rockwell. He was a one hit wonder, his father was a record executive (but he used the pseudonym Rockwell so that if he was signed, he'd be signed on the merit of his abilities as opposed to his family connections), and he released two albums during his career.

I think the guy's name was Rockwell it's from the film Ghostbusters.
