In reply to your question, the government does NOT take any precautions whatsoever against supposed "psychics" from winning. There's no need to.
IF "psychics" were real, they'd be the only ones winning each and every lottery in the entire world; thus far, not a single one has won squat and they use the b/s excuse they cannot use their "powers" for monetary or financial gain but they ACCEPT money they hint and suggest be made as "contributions" or "gifts" to "good causes" from the people they dupe! Go figure!
Psychics are LESS honest than used car salesman... but are smarter and make far more money by fooling more people! They're con artists, nothing more, nothing less.
OH, The Amazing Randy, a professional magician and debunker of psychics, has a couple of million dollars in the offering to any "psychic" that can prove in a very, very fair and scientific test that he/she is for real; he's had this offer for over 38 years and NOT ONE "psychic" has ever come to up the proverbial plate and taken the challenge; not even Uri Geller who's made millions fooling people (he can't even guess when the next terrorist attack is going to occur in his country, Israel, so he lives in England!
Uri Geller went on the Johnny Carson Show and was going to "prove" his powers to the host of the show (the late Johnny Carson, himself a respected amateur magician) but The Amazing Randy was there and he provided the props: metal spoons for Uri to bend (as he was famous for) but Uri and his assistants were NOT allowed to touch before the show (as they wanted to do), Uri Geller embarrassed himself on national TV when he couldn't do anything! What do you think? Uri Geller became the laughing stock of show business and he moved out of the USA.

psychics aren't real, the tv shows aren't real, they try to get information about from you without you knowing it. lotteries don't do anything to prevent psychics because they're all fakes.
