The first image is "anarchy," a form of government where there is no heirarchy, and all citizens work in a sort of communal effort and make decisions as a collective. it is NOT a complete lack of structure.
The second is the DC shoes logo, designed by BLK/MRKT, a california based creative services firm.

the first one is used as a symbol to represent anarchy...its also used for something dealing with weather (fair skies maybe?)
