I'm concerned that you think either would be worse - what is the difference ?
I think it is OK for anyone to go barefoot wherever they want - IT IS NOT ILLEGAL !

In the US there are some strange hang-ups about anyone who is not conforming to the norm, not 'cool', not fashionable etc.
Americans are very superficial and apply too much emphasis to a person's appearance. Things are much more relaxed here in the UK.

The worst that can happen to you from walking barefoot is getting sore soles (if you are a tenderfoot), getting dirty feet (inevitable and curable with soap) and possibly treading on somthing sharp (unlikely if you look where you are going).

In the civilized world, there are no diseases that are spread by your feet and as for being un-sanitary, I don't think the flip-flop actually makes any difference.

Wearing or not wearing footwear is such a non-issue and is purely fashion based - like wearing a hat or coat. People should have the right to decide what they wear without fearing prejudice.

I am not a full-time barefooter but i do enjoy walking with bare feet when I feel like it. It feels nice and I find it very calming and relaxing. I have walked around many British towns barefoot, shopping, site-seeing, on trains, busses, the London Underground (Metro) all without any problems or being infected with any diseases.
Yes it is still unusual but nobody really cares. They are only feet - we've all got them - and going barefoot is what they are designed to do !

Neither... no one is allowed in stores with bare feet. Think of something more useful to ask.
