they are markers , used
when you call the police, fire ,ambulance or breakdown service.

If you can quote the road name;-- ie M25 ...

to pinpoint the exact location, you are at
you quote the nearest roadside marker number; eg. E74

The M25 is a major motorway around London in the UK,I believe the signs you are talking about, are either are mileage or kilometre markers to a particular junction.

Not sure what you mean - could it be for drivers to keep their distance from the car in front - I have heard that the M25 is quite bad for accidents

they are marker posts to enable anyone who has broken down to give the motorway police your location,,they are placed 100 mts apart,,and there are telephones every km they are there for your safety
