Belgium, they have proper beer.
In France you'll probably get caught up in some kind of race riot and have your car burned, the Italians will molest your girlfriend (or you) and the Germans will kidnap you and force you to grow a mullet while listening to incredibly bad rock music.

Germany has the best fireworks in the world on New Year's Eve. Go to a large city and watch the fireworks 360-degrees around you being sent up from the streets, rooftops, yards from midnight until 2am. It is incredible - nothing like it anywhere else.
If you like crowds, go to Berlin.
