It depends on the paper. A popular book is titled Fahrenheit 451 and this is reputed to be the ignition temperature of paper, but not all paper is the same.

Celsius = approx 232 degrees +/-
Fehreinheit = 451 degrees (like the book).

I'd assume 451 degrees F would be the generally accepted answer.
