[1 / 2(x+h) -2 / 3x ] / h
= [(3x -4x -4h)/(6x(x+h)]/h
= [(-x-4h)/(6x(x+h)]/h
= -(x+4h)/6xh(x+h)

[1 / 2( x + h ) -2 / 3x ] / h

= 1 / 2h( x + h) - 2 / 3xh
= 1 / (2hx + 2h²) - 2/3xh

Use (3xh)(2hx+2h²) as a common denominator:

= 3hx / (3xh)(2hx+2h²) - 2(2hx+2h²) / (3hx)(2hx+2h²)

= [3hx - 2(2hx+2h²)] / (3hx)(2hx+2h²)
= (3hx - 4xh + 4h²) / (3hx)(2hx+2h²)
= (-xh + 4h²) / (3hx)(2hx+2h²)

You could further simplify everything by factoring out an h and well, cancel it out, etc.
