the book at library for the gifted kids has an equally well written assesment of both the gifted or the left behind were not getting the support that the guide lines had insured to meet the needs, the cause in hand was the first your of financial support for the gifted kids that were smart=in reality only put one dollar in to the program per child for the whole year=because so many people were judged in the program that it went bust in the first year. many of the money just wasn't doing as the program was encouraged to do, and the percentages of either end of the spectrum were 3%below average and 3% above average, it is stigmatizing to be labeled either way because it in it self produces more underachievers as the programs were not meeting the entitlements of the kids, one year there was a class and the next year as the child was moved up a grade=it had no program for that level yet, so as the information about underachievers were gathered to produce a profile of what had happened-it produced flaws that were always apart of education, #1 the needs of the average were overriding those who were bored at both ends of it, #2 negitive reports for non compliance in regulation behavior, rituals of passage, schoolkeeping labels, were all important to the average and was a battle ground to either end of intelligence. top-down regulation lies the distrust of the american teacher and the teacher is demoralized by the heavily monitored profession by administration power & political power.use your ability to find G.
