If your water is fine and the temp is in the area of 78 to 80 and the fish is eating well I would say he is just resting. Bettas rest alot on the floor of their taks or containers. Place a mirror or another betta next to him and watch him perk up.

So many possibilities... How old is he? They live 3 years max. Does he have access to air? Is he in a tank with fresh air above the water or is he living in a vase with a plant above him? He needs air. These fish actually breathe air. What is the temperature of his water? He likes it around 80 degrees F. Here is a site with a great deal of info on bettas.

it could be a water quality problem. try changing the water and see if he is better.

if he is a she then she might be eggbound. if he has long fins then he is definitely a male though.

he could be cold -- do you know how cold it is where you keep him? they like temperatures in the 70s. try putting him in the highest place you can find. warm air rises and it will warm him some. you can also try keeping him near a lamp. that would warm him some too.

Maybe he's old. If not,but you just bought him it could be shock from change of water.the temperature may be too cool. there should not be anything blocking the top so it can get air to breathe.Check for ammonia.Dont feed it too much,just a very small amount daily will do.

I have betas they like to lay on the bottom of the tank
Just in case:
get PimaFix (fungal and bacteria infections for salt and freshwater fish) go to petsmart
trust me it works

He is resting or sleeping.

He is healthy if he is still eating. Note - fighters only live for 2-3 years.

my fish did that to but he lived but then he died but that was because of age i think your fish is ok but to make sure ask a vet.
