If you're using a Windows operating system, click on "Start" -> "Shut Down" and in the drop down menu, select "Restarting".
This will shutdown all your applications and turn off your computer for a few seconds and power back on. This will ensure that any system files that were updated will now be used by the system.

Rebooting means to shut down and restart your PC again.Turning off your computer does not shut down the PC properly, to do it the PC must end all running program before shutting down. There are a few way to do this:
If you are using Windows, go to the start button on the bottom left corner and select Restart or Shut down (depending on what you want). This is the most common and recommendable way to do.
You can also use the 3 key combination , Ctrl-Alt-Del to reboot your PC. Hold down the 3 keys together till the PC shut down. It is a safer way then to turn off your PC if its hang.... Remember not to turn on your PC straight after turning it off. This is to let the capacitor to fully discharge before you turn it on again avoiding damage to the electronics parts in the PC. 3 Seconds should be sufficient.

If using Windows try Ctrl, Alt, Delete (Pressed at the same time) then use CTRL-U to get to shutdown and choose Turn Off or Restart. Just switching off as some have recommended can cause problems on switching back on. The procedures I've outlined above should enable you to switch off your computer without causing any grief.
