It's Elvis in his typical macho-man pose. Essentially:

It's a translation of a Thai expression that means someone is dead. He was hinting at the fact that Col. Tom Parker had died and was replaced with a double. There are lots of hints on the album cover, and if you play the song backwards you can hear Elvis say: "The Colonel's dead, Jack! Go get me a peanut butter and banana sandwich!"

It means to stop with the conversation and proceed with action (I'm assuming sex or fooling around).
