Yes. It was a big, staged press event. Pictures of him wadding ashore, and it was done over and over so the right photos could be made, are in just about all WW2 history books, or on the Internet. It occurred on October 20, 1944 at Leyte Beach, Philippines.

Yes, he did, when the US military turned the tide of war and he was able to retake the Philippines from the Japanese.
