The stupidest question. I've tried, everything.

Go into your Control Panel. Click on Regional Options.
Click on the Time tab at the top.

Look at the bottom, it gives hints as to what to do.
In your case, you want to change the lower cased h to upper cased H.

So change h:mm:ss tt to H:mm:ss (you can leave the tt off the end because that shows AM PM, and with military time, you dont need that).

In Windows XP:

Control Panel
Regional and Language Options
Time

Then change the "h" in the time format window from lowercase to UPPER CASE. You can also make changes like put a leading zero in front of the hour for times before 1000 hours. The options are all right there. Have fun. :-)
