What are the advantages of broadband power lines?
is anybody using it? where in the world is it available?

The pilot projects for broadband over power lines promised viable competition to the cable and telephone companies but there were too many problems with electromagnetic and radio frequency interference. It may come back in the future if these issues can be addressed.

it's out as a service in selected areas
but like others have said it's not without it's problems and thus why it has not gained wide acceptance
