Since alot of people have lost interest in them, they've become what are known as "jobbers". A jobber is a wrestler with a small fan base who is hired for a match to make their opponent look much better than they actually are, lose, and have there be minimal fan backlash. For an example, Montie Browns first match was against a no-name jobber that he could beat up.

It's because they aren't marketable properties. No one cares how they do. Their only job is to pump up the latest "face" or "villain" WWE are trying to promote. The only time they will win a match is for comic relief to put down some "face" or "villain" who should otherwise easily win the match.
If you didn't know, the outcomes are scripted.

because they are jobbers, and jobbers are meant to always lose their matches in squash matches to make other wrestlers go up.
