In 7th grade I learned i before e except after c or when sounding like a as in neighbor or weigh with the following exception sentence: Neither leisured foreigner seized the weird height. I know there are more exceptions but many are similar to these.

Now listen carefully.

The rule "i before e except after c" only applies for the sound of "ee", like believe, receive, chief, conceit.
The exceptions are: seize, weird, counterfeit.

Words like "neighbor, height, weight, rein" etc. don't have the sound of "ee".

Yes it totally does not make sense because the rule doesn't even work half of the time. Oh well, weird we are.

Well, it works most of the time. I guess it's a rule meant to help people spell words, like receive, because people tend to spell it incorrectly (recieve).
