I presume by CT you mean connecticut, and you are talking about real estate assessments?

I think the answer is that they measure the outside dimensions of the house, and multply them (assuming the house is a rectangle), and then multiply by the number of finished floors.

I say this because we had to protest a house assessment because our house is so irregular in shape. We had the guy visit, actually come INSIDE the house, and showed him that the two floors were actually quite different.
