What if he has porphyria? Ever seen The Others, hmmm? Those crazy-lookin' kids who had to stay out of the sunlight had porphyria, a vampire-like disease (pale skin, aversion to sunlight, improved energy after eating high-iron food.)
Maybe he's sick.

Well, he is not necessarily a vampire. Mythologycal vampire has pale skin and he goes out only at night. The modern vampire can be negrid too. The modern vampire drains astral life-energy from humans. These vampires have no fear of sunlight, although they are definetly more active at night. Of course this does not make anyone who lives an active nightlife a vampire.
So you cannot know whether he is a vampire or not. If he is strongly connected with occult symbols (such as pentagram), and does not attend to any religios organisations, he might be a vampire. But this elite order does not advertise itself. So it is nearly impossible to accuse somone of vampirism, since you cannot obtain any true evidence against him/her.
There are several strategies against psi-vampires, but this is an other question and means other answers as well.

Your neighbor is probably just some poor guy who works the night shift, and may be albino (genetic issue where there is no colouration in a person's skin, hair, and usually have very pale blue eyes). To make a long story short, no I don't believe in vampires per se, but there are plenty of people who prey on the weak during the night....stalkers, rapists, muggers, etc.

Yes I believe vampires exist, however from what you said about your neighbor theres no guarantee that he is one.

I was once bitten by a vampire.....
now i only go out at night....i have very pale skin....
you should be careful. Vampires are very real.
don't believe everything you see on TV, Hollywood does not know everything....
