Figure out what you want to do and how much it requires to start up.

Start writing a blog about the subject matter of your business and get the word out about the blog. This will a) get you more in depth with the industry you're about to enter thus improving your success rate. And b) create a slow building source of revenue. How? (see next)

Next, Put Google Adsense ads on your blog. Solicit other companies in the field of your blog to see if they might want to advertise on it (build a readership first).

Lastly, when/if you hit your financial goal, start the business on a small scale. When the business shows revenue, go after more funding to expand.

Note: this won't really work if what you want to do requires an enormous up front capital investment, like starting a restaurant or engineering or manufacturing a product.

There are some free businesses at http://ewebsmith.com It takes a while to build them up so if you need money now, it's not a good idea.
