If you are at a red light and in the left-most lane, is it legal to turn left "while the light is red" if the street is a one-way street going left and obviously traffic is light enough to permit you turning?

The answer is "if it is permitted in that jurisdiction". Check your state's / provinces motor vehicle laws. In my state the answer would be "Yes". In some other states / provinces it may not be.
