If I could change the Judicial system, I would force criminals, from graffiti "artists" to theives, rapists to murderers to compensate their victims, or their survivors fully. I have been victimized several times, having my truck and tools stolen, a utility trailer stolen, my house broken into, my boat stolen and more. If these consciousless crooks were made to repay their victims, crime would be reduced dramatically with much fewer repeat offenders. In the case of rape or murder, the convicted felons should have to work the rest of their useless lives in prison, if need be to earn money to compensate for their transgressions. This would be a win/win situation, with victims getting back what was taken, damaged or destroyed and criminals forced out of crime by the work and time involved in repaying the victim. The simplicity would clear the courts, reduce the need for lawyers and what they skim off of what the victims receive and probably clear out the prisons. What do you think?

The knee-jerk reaction is that it's a great idea, but you have to ask; Where would they work? Who's job would they be taking? Which in turn could make an otherwise honest man turn to crime to put food on his table. How many more gaurds would be needed to watch over working criminals? How much would your taxes be raised to pay those gaurds? Who would be willing to hire known criminals?

Keep working at it, you may be onto something ;-)

Well restitution is ordered in all cases I deal with when there is a said victim. I don't know where you live or why you have not been compensated but in Pennsylvania, offenders must pay restitution and this is the priority of payments to the Clerk of Courts. I agree they should have to pay and most do as much as they can. When they are released from prison, have no jobs, a filthy room and make less than minimum wage however, this is hard to do. I have some guys who will never get their restitution paid off due to the high amount so what is the solution, reincarceration? The prisons are already too crowded, and while counties and courts will threaten this action, it does not occur for the most part. I think the payment of restitution should be reasonable so as the victims get their compensation as speedily as possible and offenders do not regress into making fast money in order to fulfill these obligations.

In short - a resounding yes.

They should be given jobs in prison (making license plates, cleaning up roads, etc) so that they can

1) Pay restitution for the things they did
2) Feel what it is like to earn money like the rest of us
3) Have a saving account so when they do get out, they have money they can count on.

You want to rehabilitate a criminal, make him earn his keep.
