1) Birth control
2) Sex Education
3) Incentives for families with 2 or less children (tax breaks, etc.)

Other policies include enforcing a tax per child, making adoption more accessible (people can adopt instead of having own children then), legalizing abortion (though that's controversial), and if you want to be really radical, placing a limit on children per household like China.

nicely before everything you will choose for a stable environment and a thicker environment which we could create by potential of doing the comparable ting their as we are doing right here...create pollutants. by potential of thickening our environment the suns rays might desire to advance into trapped interior the planet and launch the floor water then we would choose for to plant numerous bushes. The intense quantities of CO2 could be a plant heaven! After springing up oxygen it may advance into achieveable for people to stay there without air tanks! Then we create "Passenger Shuttles" to take people there and back for a existence like fee. yet as quickly as we're not careful we can thicken our own environment interior the technique and sell international Warming and that we can't choose for! yet after with the flexibility to do all of that then all we would desire to do is get the economic device on Mars to surplus. Then we've a purpose and the thank you to realize what has been put in front persons continually...To infinity and previous P.S i'm going to thankfully provide you a famous individual in this one

Any imposition of "values" or policies that infringe upon personal freedoms is called "fascism". Totalitarian societies oftentimes engage in imposed policies related to population "control". And, religious organizations, such as the Catholic Church, have historically meddled in the population "control" business. To meddle in population control with imposed policies is filed under "social engineering" and even "eugenics". Hitler's "Final Solution" of using crematoriums to reduce the population of "undesireables" is an example of social engineering.

There is really no way our government "ethically" can do that. All I can say is a good incentive program might be a good idea. Something, such as, a credit for families who have few children. Helping young urban ladies and thier boyfriends who have sex without protection. Some incentive to deter them from giving birth.

Lottery on illegal aliens or lottery on welfare 3 months and then you're killed.. Have 1/3 of all young males have a vasectomy it's reversible. Limit number of children for islamists and hispanic latinos and mormons and maybe amish people or anyone tending to have a high number of births.

Guessing: I'm basing this on the population of humans, right? Strengthen death penalty guidelines. That way we can also clear over-populated prisons.
