Is this a riddle?

Do you mean what breed is considered the cleanest? Poodles are considered fairly "clean" dogs I suppose. They don't shed (at least not like straight haired dogs), they don't have dander problems, and they don't generally smell bad. This makes them a good pet for people with allergies (assuming those people with allergies want a pet).

The only dog that doesnt shed is the Bichon Frise. All other dogs will shed. They might not shed like cats, but just in little amounts. Some dogs shedding isn't that noticeable. The Bichons are also hypoallergetic.
If thats what you mean by the cleanest, then I guess that will do!

I have a short-haired dachshund and she always seems to stay very clean. She is an indoor dog but also goes outside. I only bathe her once a month. She never has that "doggy odor" that some dogs have. She does shed some.
