1) PearlJammer44 -if you're not being sarcastic, you need to pull that stick out of your *** --saying black is NOT "politically incorrect" (even if, PC is overrated) --(Moons not from Africa is he? If anything guys like Tamba Hali and Roman Oben can actually be called African American), especially seeing that, atleast by avatar, that asker is black. And HOW IN THE HELL IS THE QUESTION IMMATURE!?! It's like the "have there been any gay players" question --people are just curious, things do not have to be motivated by hate/prejudice/etc. (if you were being sarcastic, ignore that all)
2) If he wasn't injured all the time I'd say Donavan McNabb, the Daunte Culpepper (I don't count his bad start in '05 as his fault, you don't get that bad on your own --it had to be a team thing -----plus he gets hurt too)
but since being able to stay healthy (whether through training, or luck) is part of being "the best", then I'd have to go w/Moon or Cunningham (unlike Vick, when he is forced to not run right away --VIkings 1998--- he performs very well).

Tough question. If you are talking about a traditional drop back quarterback, I would go with Doug Williams. He was great in his early days with Tampa Bay, and may have had a much more stellar career had he not bolted for the USFL when it came along. He did come back and lead the Redskins to the Super Bowl title, becoming the first (and, for now, the only) black quarterback to do so. Warren Moon was great as well, and who knows what would have happened had some NFL team picked him up instead of letting him spend the early part of his career in the CFL.
When it comes to the scrambling quarterback, I think Randall Cunningham's the man. With all due respect to Donovan McNabb, Michael Vick, and Vince Young, Randall was just as mobile, just as dangerous, and a much better passer in my opinion than those three (or, as far as Young is concerned, for now). He may have been the second black quarterback to lead his team to a Super Bowl had he not been injured in the first game of the season twice when the Eagles looked to be very strong Super Bowl contenders.
So far as best black quarterback now, I would give the slight nod to McNabb at the moment. Vick, in my opinion, has wasted some of his potential with his attitude, and needs a major adjustment to live up to the hype that's been put upon him. Byron Leftwich has had his moments, but he's not quite broken through like the pundits had expected him to when he came into the league. Vince Young shows some promise, and with Norm Chow to mentor him, he could become the best quarterback (black or white) in the NFL, but that's at least a year or two away.

A valid question. Hard to pick the very best. Doug Williams was great, but probably not the best. Randall Cunningham, Donovan Mcnabb and Steve McNair are all great and will probably be in the H.O.F. someday. But, Warren Moon is a classy guy and he is already there.
So, I'd have to say Warren Moon.
