27 inches is the only size for an adult loach you can catch.

However you can catch baby loaches. Go to the Lake Hylia howling stone as a wolf and use your senses around the area. You should see a large area that you can dig into and enter a cave. Kill the enemies there first and go fishing, and you can catch a baby loach!

I caught it twice and it was 27 inches both times.
