Take a direction (North, West, East, South) and combine it with a typical ending for a city name (burg, opolis, ville, ton, town, city), and you'll end up with stuff like:
Northburg
Eastopolis
Southton
Westville
But then again, Westville is the name of several actual towns. If you want something totally made up, start adding other prefixes and suffixes. Or add other points of direction, for example, Northwest City. Try geographical features (creek, bluff, river) for names like Western Creek, East Bluff, Riverton.
