The Chicago Park District operates Soldier Field, Millenium Park, Northerly Island, etc. But since the Park District is under the auspisces of the City of Chicago, the City actually "owns" it. Of course Mayor Daley will probably say it belongs to the people, but try walking into Soldier Field anytime you want to play a touch football game with five of your friends...

Glen is correct, although it is actually the City of Chicago Park District that owns the lakefront and everything on it.
