Complex question, but bear with me. I am on an exchange year in Ottawa from London, England, and recently an employee at the local supermarket chain Loeb overcharged my credit card. Instead of $20, he charged me $2000! He noticed this and refunded me instantly, however due to the difference in the BUY AND SELL RATE of the dollar, I ended up losing almost $100 in the process.

Now Loeb refuse to compensate me in any way - can I force this legally at all,I find it disgusting exploitation of the customer?!

Loeb doesn't have any obligation. Contact your credit card company and dispute both charges.

The transaction was mishandled. The clerk should have voided the $2000 charge and started over again.

If this happens again, insist that the transaction be voided and processed correctly.

legally they don't have to compensate you if you've been fully refunded. The fact that the rate has changed doesn't have anything to do with the company's policy therefore there is not much you can do especially when they've given you what they took. Next time pay cash its easier.

You should take it up with your credit card company. They can see the transaction was reversed, so there should be no conversion charges.

Yes,

The transaction was mishandled. It should've been canceled not refunded. Had it been canceled there would've been no charges.
