Maybe 'Evil" is too strong of a word. Perhaps the 'Axis of Incompetent but Dangerous' would work better.

What did they do to earn this title? Decide to invade a pathetic little country run by a two-bit dictator and turn the entire escapade into a fiasco causing thousands of deaths, costing hundreds of billions of dollars, with no end of either kind of bleeding in sight? I'd say whoever was in charge of THAT bit of idiocy thoroughly deserves the title of "Axis of Incompetent but Dangerous."
