From the Vista website: "Suggested retail price for full package product, $399.00 USD. Suggested upgrade retail price, $259.00 USD."
Would going from XP to Vista be considered upgrading and would I be able to get the much lower upgrade price?

If you can prove you have a valid license for XP (Vista can only be upgraded from XP) then you can legaly upgrade to Vista, by simply buying the upgrade pack. This is available only for the OEM version! (as far as I understood). If you want a retail license for Vista, you'll have to buy the full retail pack. (no upgrade option for it).
This is probably not the most convienient time to change to Vista... It still has many issues that needs to be fixed, not many software applications, including drivers, are available for it... same thing when Windows XP was first released. If I were you I would wait for a couple of months.

Vista is more advanced compared to XP but
check this list before going to it .....
1) Does your computer compatible to Vista.
2) Vista has just been released that means there might be some unknown issues in it so i suggest to wait for atleast 6 months before buying it so that microsoft can find some bugs and fix them..
3) Microsoft will support XP till 2009 so we have plenty of time for choosing the new one.
4) Try visiting all the stores like Walmart, Circuit City, Compusa, Best Buy they may offer for less price.

Yes, if you already own a license and you are upgrading the operating system on that computer it is considered an upgrade for pricing!!!

that is the price for the Ultimate edition. You can get the home edition for around $100 or $150.
