Changing the plan before the cycle is over won't remove the minutes from your bill under the old plan. Your bill will be prorated for a partial month on the old plan, and a partial month on the new plan, and you will extend your contract. You may offer to accept a new 2-year contract under another plan if they can help you by making it retroactive, and they may accept because of sales incentives. Keep in mind that when working with a representative over the phone, their job is to resolve the call as quickly as possible. Lengthy calls hurt their stats, and they are also not allowed to hang up on you, and they genuinely cannot transfer a call to their supervisor (unless policy has changed).
How billing works is each month you pay for the service you will receive in the upcoming month, plus additional charges accrued in the month prior.
If you do upgrade and get a new contract, you probably won't be able to go back and downgrade your service plan. If all else fails, you should go to the person who used your phone for the money... or at least a portion of it.

How did your cousin talk on the phone for 33 hours? Why would you let him keep making long distance calls from your phone? This makes no sense.
Changing your plan won't make any difference, because you'll still get charged for the calls he made under the original plan. Your new plan won't be effective until you change it--it doesn't work on previous usage.
When the bill comes, give it to your cousin. He owes the money. If he won't pay, take him to court or pay the bill yourself.

it's probably a little too late to change the plan, but when you get the bill, ask your cousin to pay the bill for you for the portion he used for long distance. Other than that, you don't have too many other options.
Your cousin took advantage of you.

Wow, I can't get past how he spent over 33 hours in a week on the phone. That's unbelievable.
I think you'd be hard pressed to get the phone company to change retroactive to that kind of activity. But you never know, give them a call and see what they say.

You cannot get out of paying. Make your cousin pay. If he won't you can contact the phone company and they will let you pay it off over time if you explain the situation.

Call the phone company and tell them that a friend used your phone without permission, and see what they will say.
