where can a quadriplegic person live?

he has been convicted multiple times. most recently for attempted murder and armed robbery. I have to decide what to do with him. I would to conditionally dismiss him. but I don't know where to put him.

also, he has an IQ of 71 and fetal alcohol syndrome.
