Move the decimal point so you have only 1 number in front of the decimal point. Count how far the decimal had to move to go from the far right side to inbetween the 1 and the 4, which is 7 spaces. Use the 7 as an exponent on a base of 10.
1.42 x 10^7
Because 10^7 means ten million, so you are saying that you have 1 full ten million, and then 0.42 more ten millions, which is 4 million 2 hundred thousand.
