3' means 3 minutes.
There are 60 minutes in one degree.
So 3' = 3/60 = 1/20 degree.
1/20° = 0.05°
(many calculators have the ability to enter degrees, minutes, seconds in as written. I'm assuming you dont have, or dont know how to operate such a calculator.)

The 3' part means 3 minutes. Just like a minute of an hour of time is 1/60th of an hour, a minute of a degree an angle is 1/60th of a degree. SO, this is really 2 and 3/60 degrees.

To enter it into a calculator, just convert it to an improper fraction:
2-3/60 = [(2*60) + 3] / 60 = 123/60

If you're trying to calculate trig functions with it, make sure you put the (123/60) in parentheses before you apply the trig function.

If your calculator has a button marked something like:

[o ' "]

then you can enter 2 [button] 3 [button] (which will then show 2.05 on the screen.)

3' means 3 minutes of arc = 3/60 degrees 'cos there are 60 minutes in 1 degree.

there are 60 minutes (60' ) in one degree and 60 seconds (60" ) in one minute.
3 minutes = 3/60 th of one degree = 1/20 = .05
