what is the best time to start maling my college application?
should i apply after my first semester grades appear on my transcript? or before they go on my transcript?

I'd say before.
Schools usually ask for a midyear report, so they'll see those grades before they appear on your transcript anyway.
Remember to send in your end of the year report as well. Schools always want to make sure that you kept doing good work.
Also, remember that transfer students apply to colleges even in the middle of summer. Don't feel rushed about getting it in on time, but know that the sooner it's in, the better.

The earlier the better. Unless you're hoping for the first semester's grade to provide a significant boost to your GPA.
The reason is if you apply early, you can apply to those with early action/decision programs. You might get accepted sooner. Even if you don't, you still have a chance. You can always send in the 1st semester grades when they come in and you won't have blown any deadlines if you apply to specific programs.

In spring! Go on the college website that you want to apply to and see when they are starting to accept. Wait till your first semester grades are on your transcripts. Good luck!

you can mail your college application before your transcript. You can also mail it after. Best way is to do it early.

Umm....there's a deadline to when to submit your application to colleges. You should speak to an adviser and figure out which colleges you plan on applying to and then find out when their submission application dates are.
