I would cancel the plan because it is stupid. Think of the massive volumes of vehicles moving during rush hour traffic. You cannot replace them with aircraft. You can have thousands of cars moving at 40 or 50 mph separated by a couple of feet. You cannot blot the skies and do that with aircraft, they would crash. Trying to make aircraft into mass personal transportation would be a disaster, complete with flaming chunks of metal and screaming people plummeting to earth all of the time, everywhere.

You would need to develop an cheap and efficient public trasport system first for land based transportation. Thats where you would start. Then you could start developing a workable vertical takeoff vehicle for air transport

You need to develop airplanes that did not crash and kill passengers if it had a collision. Then you would need to make them as cheap and easy to operate as cars. Assuming you had such a airplane you would need traffic lanes control signals etc so etc and a system for parking.
