child support is separate from visitation, so you are not supposed to be denied visitation because you owe money.

you can contact your local legal aid office. they are free to most people.

or file pro se, and get your visitation set and enforced.

You can try to modify visitation and custody anytime you like, as long as the current order meets the requirements (of how long ago it was entered byt he court).
However, Child Support and Visitation are two different issues. She is not allowed to w/hold visitation if you fail to pay, nor are you allowed to quit paying if she w/holds visitation. I cannot stress enough - TWO SEPARATE ISSUES!! One SHOULD not affect the other.

Actually, you should make an appointment with 'the friend of the court' to find out what you can do about receiving visitation rights. The fact that you owe in the rears isn't good.
