Think about the environments of these proteins.

A cytoplasmic protein essentially lives in water. Therefore it must be hydrophilic.

A membrane protein is stuck in the phospholipid bilayer. So it needs to be at least a little bit lipophilic (how much so depends on its location in the membrane).
