reference librarys upon inquiry are obliged to state what other librarys have this publication or obtain it for you (pages can be faxed to your library) you may not be allowed to remove the publication from the library but you can photocopy pages (be advised that they are quite used to people stealing electoral registers ect and impliment sophisticated procedures to stop this)
