Slopes of perpendicular lines are negative inverses.So the slope is m=-2
As it passes through (0,7) the intercept is n=7

y=-2x+7 is the equation you are looking for

The slope of the perpendicular line to the line y=ax+b is: -1/a
So the slope of perpendicular line to y=1/2x-1 is: -2
And as far as it passes the point 7 on y-axis then the equation would be like:
y=-2x+7
