There are many studies that show that certain races perform better when classed with their own, just as girls and boys perform better in school when they are in single-sex classes. I would focus on the separation issue (religion, race, and sex) rather than just segregation based on race.

Google something like "race and classroom performance" or "segregation and classroom performance" and you should get dozens of decent sites.

While not exactly pro-segregation, I found the book IN DEFENSE OF INTERNMENT, by Michelle Malkin, to be a fascinating look at "cultural differences", to coin a politically correct term. I would also look to historical problems during the anti-segregation '60s, '70s, and the problematic issues with structural quotas and take it from there. No matter which side your heart is on, it's fairly easy to define issues in which you could say that segregation does allow more cultural individually. Interesting proposal .....
