Maybe you could make him a batch of his favorite cookies. Also, maybe you could burn a cd of some songs that mean something to the two of you. Another suggestion would be to plan a romantic movie night-rent a dvd, get some munchies, some drinks, turn down the lights . . .

Make him a cute little card out of things you have around your house, and prepare him a simple but nice dinner with food you already have. If he truly love you he will be so happy with a nice, personal gift like that.
For my husband's birthday we didn't have much money (LOL, still don't). He is Muslim and they believe in taking care of people who need it, like giving alms or giving meat during Eid. So, for his birthday I gave a poor, blind man we see every day a little money we had in our pockets. That meant more to him than any material gift.

If it were a perfect world, all he'd have to expect was your love. Which is something money can't buy. I don't see why we need a special day just to get gifts for one another. Anyways, if he loves you enough, he should understand your situation and be able to accept that you love him regardless of what you get him for Valentine's Day.

Make him a nice dinner and dessert. A box of spaghetti, a little ground beef and a box of instant chocolate pudding don't cost much. Its all in the presentation.

Burn a cd with songs that would mean something to you and him and you can buy cheap printable cd covers, create and print them off of your computer, and stick it on your cd. Buy a cheap card and maybe some chocolate. You can do this all for under about $5.

Dress up in Lingerie, or maids outfit, make a nice dinner, with maybe a cake.The rest of the night is up to you.
