Thomas Kuhn died in 1997. Julian Barbour did not publish any of his ideas until 1999.

Thomas Kuhn was born in 1922 and died in 1996. He believed that science was a subject to a spiral rather a sequential linear progress.
Julian Barbour was born in 1937. Julian believes that time is an abstract notion where concepts of past and present are recollection or anticipations respectively exiting in our brain.
I'm not so sure they never met and I think they were well aware of each others work and ideas.
I do not see any conflicts in ideas of either man. The ideas could be considered complimentary as a capsule that moves in a spiral in our conscious thought however ... what good can it do?
