I was recently offered a job and I was offered 36k. The job description stated that pay would be 36k-47k DOE. So they offered the lowest. Keep in mind that this is a non profit. In terms of qualifications they asked for a BA and related work experience (they did not specify a number of years, just 'related experience'). I have a BA + 3 years experience doing the same work. Should I negotiate this offer? Are they trying to under shoot me? I have not discussed salary in the past with them, this is the first time it has been brought to the table. I research similar jobs in the area, not non-profits, and the average starting salaries are 55K. Also keep in mind that the employer showed true interest in me, by calling me the same day as the first interview to offer me the second interview when I was told I would receive a call in two days. After the 2nd interview I was told the same 2days and received a call in 15mins asking for permission to check references because I was the top candidate.

I spoke with the woman in HR to ask if she could e-mail me an hard copy of the offer and she told me no that I had to verbally accept their offer before receiving anything in writing. Is this typical because I don't think it is

I most certainly would negotiate. With your level of education and background, it would be fair to expect that you should be at the high end of their pay scale. I'm sure they'd be thrilled to hire you for less, but there's no reason to sell yourself short. Try to negotiate for the $47,000. If they get unnerved by that, try to go slightly lower (but not so low that it's not worth it to take the job), and maybe negotiate for an additional week's vacation, or the ability to telecommute-whatever works for you.

Negotiate with HR. What harm can it do. Remember they are to low ball you. Tell them you are interested in the job however ask them if they can do better with salary and or vacation.

Make sure you already have an offer letter in hand before negotiating.

Yes, you can put on the table for more money. Other options to add would be negotiate for more vacation time to start with. Or some intangible item like that.
