There wouldnt be incentives for roads to be created and protection to be provided because yo cant charge people for road usage or for protection usage. I recommed you Further reading on public goods and externalities. It is very widely explain why public goods have to be provided by a government. Ill just give an example: Mirosoft is in charge of providing protection, obviusly for Microsoft to be interested in providing protection they have to charge for the service, but why the people would pay for protection if wether they pay or not they are going o be protected because, it is impossible for a cop to know if you paid for your protection bill to know if he should stop a robery or not. It is the same for roads, sewer system, cleaning of the streets. THere are no incentives for a company to pay to provide thos services.

You would pay to use everything, wouldn't be able to afford to pay it, and have no rights.
