It depends if the water is in vapor or liquid phase. If its in vapor phase and turns directly to ice, its called "deposition". If its in liquid phase and turns to ice, its called "freezing."

The process of turning water to ice is called Freezing or Solidification. Requires a lot of heat removal

From warm water to freezing point is called 'Cooling'

From Freezing to below freezing is also cooling but requires less heat energy removal per Degree Celsius
