No more than Republicans are. When a candidate from any party campaigns for any elected position, he/she needs to be able to "sell" himself/herself to the electorate, or be "sellable" at least. It looks like Senator Biden was referring to something like that.

Both parties are segregationists to an extent. Republicans probably are slightly more than Democrats. The thing is that the segregation line moved. It does not separate that much blacks and whites or Hispanics. The segregation line is between the 'haves' and 'have nots.'

Here is the actual quote. You can decide it's racist if you want to.

“I mean, you got the first mainstream African-American who is articulate and bright and clean and a nice-looking guy,” he said. “I mean, that’s a storybook, man.”

Overall the Democratic Party is a unified body, of many different races. The opinion of one person does not reflect the whole party's agenda or ideas.

I believe that they are. They want to single out every race and tell the rest of us how they differ from us. They want every race except for whites to get special treatment. My guess is this has to do with democrat guilt over not being the party that freed the slaves. So because they did not free them, it is now their job to make sure the rest of us give them special treatment and things like affirmative action because these other races can do nothing on their own. Thanks and have a nice day.

No they are not. A good example of this is Representative Keith Ellison from Saint paul Minnesota who was recently elected to U.S. Congress because Keith is both black and Muslim.
