Is it a good cell phone? i can't pay more than that for a cell phone now and the Nokia 6270 looks nice. what do you think? what would you buy?

You can't go wrong with Nokia. Clearest reception on any phone manufacturer I've used. I use the Nokia 6265i, which I highly recommend.

so you can by Nokia 5200 or Nokia 5300 Xpress Music
both in the same range of 6270 price and both are better than 6270
