I don't know about plants that hold up to pet urine... but you can buy supplements for your dog that will prevent urine burns in your lawn, etc. Maybe you can start with that?

Two things folk do. First is if you saw the dog in action then hose the area down to dilute the urine. Regularly hose down areas the dog uses.
Second: Add apple cider vinegar to the dog's drinking water to change the ph value. To get dog used to the new taste add it in tiny amounts building up to 1tsp to 1 tbsp depending on the size of your dog. Know folk who do this and feedback is that it worked fine.
Sorry not aware of any resistant shrubs etc.

At Richters.com, they sell an herb called "The Piss Off Plant" (no joke). When planted near your gardens, shrubs etc, it is supposed to fend off your pets without having to utilize chemicals on the areas. Hope this helps.
